Brown Sand,Inc. <br /> Spill Prevention, Control, and Countermeasures Plan Page: 32 <br /> June 3, 2020 <br /> 2) The immediate notification would impede rendering immediate emergency <br /> medical care necessary to save a life. <br /> 4.8.2 CA Office of Emergency Services <br /> All incidents shall be reported to CA Office of Emergency Services at (800) 852- <br /> 7550 in the following circumstances: <br /> 1) Any release that causes harm or threatens to cause harm to public health and <br /> safety, the environment, or property. <br /> 2) Any discharge or threatened discharge to State Waters. (OES then notifies <br /> all appropriate local and state agencies). <br /> 3) If the release is on land and greater than 42 gallons. <br /> 4.8.3 National Response Center <br /> Any size discharge that affects or threatens to affect navigable waters or adjoining <br /> shorelines must be reported immediately to the National Response Center(1-800- <br /> 424-8802). The center is staffed 24 hours a day. <br /> 4.8.4 Environmental Protection Agency <br /> As required in 40 CFR 112.4, information must be submitted to the United States <br /> Environmental Protection Agency (EPA) Regional Administrator and the <br /> appropriate State agency in charge of oil pollution control activities whenever the <br /> facility discharges more than 1,000 gallons of oil in a single event, or discharges <br /> more than 42 gallons of oil in each of two discharge incidents within a 12-month <br /> period. <br /> When reporting to EPA, the following information is required to be submitted <br /> within 60 days: <br /> • Name of facility <br /> • Name of owner/operator <br /> • Location of facility <br /> • Maximum storage or handling capacity and normal daily throughput <br /> • Corrective action and countermeasures taken, including a description of <br /> equipment repairs and replacements <br /> • Description of facility, including maps, flow diagrams, and topographical <br /> maps <br />
