Brown Sand,Inc. <br /> Spill Prevention, Control, and Countermeasures Plan Page: 31 <br /> June 3, 2020 <br /> 4.7 Waste Disposal <br /> All materials disposed of will be done so as outlined on manufacture's Safety Data Sheets <br /> (SDS) and/or the Resource Conservation and Recovery Act(RCRA). <br /> Waste resulting from an incidental spill or leak response will be containerized in <br /> impervious bags, drums, buckets, or stockpiled and covered on plastic sheeting. The <br /> primary emergency coordinator will characterize the waste for proper disposal and ensure <br /> that it is removed from the facility by a licensed waste hauler. <br /> Waste resulting from an emergency response will likely be handled by the cleanup <br /> contractor, and shall include characterization of the waste for proper disposal and removal <br /> from the facility by a licensed waste hauler under a hazardous waste manifest, if <br /> appropriate. <br /> 4.8 Discharge Notification (40 CFR 112.4 and 112.7(a)(4)) <br /> All releases or threatened releases shall be reported as soon as it is discovered to <br /> management. Incident reports shall be kept on file in the cabinet near the front of the min- <br /> mart building. A sample report is located in Appendix B. <br /> This Section of the Spill/Discharge Response plan outlines the discharge notification <br /> requirements for all releases and threatened releases, including which agency must be <br /> notified, what information is required, and the time frame in which notification should <br /> occur following a release. <br /> 4.8.1 San Joaquin County <br /> All incidents shall be reported to San Joaquin County Environmental Health <br /> Department at (209) 468-3420, except in the following circumstances: <br /> 1) There is a reasonable belief that the release poses no significant potential or <br /> present hazard to human health and safety,property,or the environment(or) <br /> 2) The handler or business is engaged in the transportation of a hazardous <br /> material on a highway and who has reported the release to the California <br /> Highway Patrol by dialing 911. <br /> Delaying the reporting of a release or threatened release shall only occur under the <br /> following circumstances: <br /> 1) The immediate notification would impede immediate control of the release <br /> or the threatened release, (or) <br />
