1 <br /> Neil O.Anderson&Associates HASP Page 18 of 21 <br /> ' March 18, 2014 <br /> ' periphery to regulate the flow of personnel and equipment into and out of the area. <br /> Establishment of the exclusion zone boundary (hotline) is based upon the suspected presence <br /> of contaminated materials. The boundary may be adjusted based on subsequent observations <br /> ' and/or measurements of the contaminant concentrations and/or level of effort. Gross <br /> decontamination of personnel will occur in the work area, as required, with most personnel <br /> decontamination activities occurring in a decontamination area. Only authorized personnel with <br /> at least of 40 hours health and safety training meeting the HAZWOPER requirements and three <br /> days of supervised field experience are permitted within the exclusion and contamination <br /> reduction zones. <br /> ' The person entering the exclusion zone must be accompanied by a person who is able to: <br /> • Assist his or her partner. <br /> • Observe his or her partner for signs of chemical or heat exposure. <br /> • Periodically check the integrity of his or her partner's protective clothing. <br /> • Notify the Site Field Team Leader, his representative, or others if emergency help is <br /> needed. <br /> A decontamination area will serve as the contamination reduction zone for most Site <br /> ' activities and will serve as a buffer between the primary exclusion zone and the support zone. <br /> All decontamination procedures will be conducted in this area. Personnel will leave the support <br /> zone and enter the contamination reduction zone through a controlled access point. They must <br /> wear the prescribed PPE. Exiting the contamination reduction zone requires removing all <br /> contaminants through compliance with established decontamination procedures. <br /> The support zone is the outermost area and is considered an uncontaminated or clean area. <br /> ' It contains the command post for field operations, first-aid station, sanitation station, and other <br /> supplies and equipment necessary to support the exclusion zone and the contamination <br /> reduction zone activities. Normal street clothes can be worn here. <br /> 13.2 Work Area Access <br /> ' NOA's personnel, subcontractors, and other site visitors must agree to comply with this HASP, <br /> or equivalent health and safety requirements prior to site entry. Personnel failing to meet or <br /> abide by the provisions of this HASP, or equivalent health and safety procedures shall be <br /> trestricted from entering work areas. <br /> If the Project Manager believes that NOA's personnel are in danger or others may be in danger <br /> 1 because of activities being conducted, he/she has the authority to immediately suspend work <br /> and may instruct personnel to evacuate the area.
