Cropper, Chief <br /> Division of Highway Maintenance <br /> Department of Transportation <br /> 1120 N Street <br /> Sacramento, CA 95814 <br /> Dear Mr. Crupper: <br /> The Department of Transportation (Caltrans) is granted a variance from <br /> the vehicle inspection and manifest requirements of the California <br /> Department of Health Services in accordance with Title 22, California <br /> Administrative Code (CAC), Section 66310. This variance is based upon <br /> information presented in your application and is limited to the <br /> following conditions: <br /> 1 . Caltrans shall maintain a current hazardous waste hauler <br /> registration and protection against liability for the payment of <br /> damages resulting from your transportation operations equivalent <br /> to the protection required by the General Order No. 100-series of <br /> the Public Utilities Commission. <br /> 2. This variance shall be limited to the transportation of hazardous <br /> wastes resulting from accidental spillage of hazardous materials <br /> (working stock) by Caltrans' employees and from highway spills <br /> cleaned up by Caltrans' Highway Spill Identification Teams. <br /> 3. The waste shall be transported by Caltrans employees in Caltrans <br /> vehicles, from the spill sites to an appropriate Caltrans <br /> maintenance station for storage. <br /> 4. The wastes will be prepackaged according to the Department of <br /> Transportation (DOT) regulations and will be accompanied by a <br /> shipping paper providing all DOT-required information (Code of <br /> Federal Regulations, Title 49). <br /> 5. The wastes will be transported in accordance with the Vehicle <br /> Code and regulations of the California Highway Patrol (Title 13, <br /> CAC). <br /> 6. Approval of the Department must be obtained prior to the movement <br /> of wastes exceeding five 85-gallon recovery drums from any one <br /> spill cleanup site. <br />
