McCrade - <br /> Toxic Substances Control Div. , Dept. of Health Services <br /> OBSERVATIONS AND COMMENTS <br /> On 8 November 1985 local firefighters responded to a small brush fire in an <br /> abandoned wastewater pond at Holly Sugar. Several firemen collapsed and were <br /> transported to the hospital where they were treated for respiratory problems. <br /> Several drums were found in the pond area raising the possibility that illegal <br /> chemical dumping had occurred and that firefighters were overcome by chemical <br /> fumes. Local health officials initially responded to the complaint. American <br /> Environmental analyzed several samples from the drums and surrounding soil . <br /> In response to the above allegation, the Department of Health Services, Toxic <br /> Substances Control Division (DHS-T.SCD) personnel , San Joaquin Local Health <br /> District officials and myself inspected the pond area and facility on 20 <br /> November 1985. Our inspection revealed the following problem areas: <br /> 1. Substantial amounts of a tar-like substances, possibly Bunker Crude #6, a <br /> viscous fuel oil , and a caustic solution were spilled in the old corn syrup <br /> plant. Solid and liquid samples were taken by the DHS-TSCD. After <br /> characterization Holly Sugar should develop a course of action to remove <br /> all contaminated soil and liquid from this area. <br /> 2. The main Bunker #6 tank has several small leaks. Recently several yards of <br /> soil containing Bunker #6 were excavated from around the tank. Samples of <br /> this soil were taken. Chronic leaks from the tank and above-ground lines <br /> should be eliminated. After characterization, excavated soil should be <br /> disposed of in an appropriate landfill . <br /> 3. Numerous deficiencies in chemical storage and use area were noted through- <br /> out the plant. As an example, chemical drums were stored on dirt floors <br /> while several storage and usage areas had no provisions for spill con- <br /> tainment. Several above-ground fuel tanks also had improper berms or bases. <br /> DHS-TSCD will discuss each of these areas with Holly Sugar in detail . <br /> Holly Sugar should install proper containment facilities in the above <br /> mentioned areas. <br /> REVIEWED BYJ <br />
