� • <br /> • HOLLY SUGAR - TRACY -2- 20 February 1986 <br /> 4. Holly Sugar is depositing beet waste, wood, and calcium oxide in an aban- <br /> doned wastewater pond. At the end of each operating season, the lime <br /> kiln ' s contents ( approximately 50 tons) are deposited in this area. The <br /> kiln contents are partially burned CAC03 and CAO. Calcium oxide readily <br /> absorbs water forming calcium hydroxide. Field pH measurements of the <br /> kiln's contents were approximately 12.0 <br /> FINDINGS <br /> 1. Only one partially full drum of muratic acid was present in the pond. It <br /> did not appear that this area was used for routine disposal of 'hazardous <br /> waste' . <br /> 2. Due to its high pH, calcium oxide waste should not be disposed of in the <br /> abandoned pond. The "lime pond" may be a more appropriate disposal site <br /> for this material . Calcium oxide wastes should be neutralized prior to <br /> disposal . <br /> 3. Samples HS-1, 2 & 4, from American Environmental , contained lead above the <br /> STLC, but below TTLC values. Holly Sugar should perform a Waste Extraction <br /> Test (WET) on samples from the same area. Lead concentrations in back- <br /> ground soils should also be determined using the same analytical methods. <br /> Holly Sugar should specify that distilled water be used in the WET test. <br /> 4. Holly Sugar should upgrade spill containment facilities for chemical use, <br /> storage, and above-ground tank areas. <br /> 5. After characterization, Holly Sugar should remove and properly dispose of <br /> all contaminated material at the old corn syrup plant and main Bunker #6 <br /> tank. <br /> ?I'AHARLDG.
