Representing WI-IF,Inc. (WHF) were Mr.Bill Fox and Mr.Jason <br /> Cashman, and representing San Joaquin County Public Health Services,Environmental <br /> Health Division (PHS/EHD) was Jeffrey Wong. The work plan proposed the installation of <br /> four monitoring wells to define the lateral extent of the contamination in groundwater. <br /> PHS/EHD expressed that due to the resilient nature and highly solubility of oxygenates in <br /> groundwater,the geology at the site must be characterized in order to evaluate the vertical <br /> migratory potential of oxygenates. PHS/EHD also required at least one additional <br /> monitoring well with the screen section totally penetrating the aquifer to define the extent of <br /> the oxygenate contamination below the groundwater table. WHF agreed to append to the <br /> work plan an exploratory boring using Cone Penetrometer Technology(CPT) and a <br /> monitoring well with a short screen placed below the groundwater table. The work plan <br /> with the above-mentioned conditions discussed at the meeting was subsequently approved <br /> by PHS/EHD and mailed to you on June 9,2000. This work plan has not commenced to <br /> date. <br /> PHS/EHD has received and reviewed Quarterly Grarrrd ierSamplingReport(QMR)Jtn?--2000 <br /> dated July 27, 2000 and Quarterly Garr x*mter Sampling Report Septeml-r 2000 dated October <br /> 31,2000 prepared by WHF. The oxygenates tertiary butyl alcohol (TBA),di-isopropyl ether <br /> (RIPE),ethyl tertiary butyl ether(ETBE),and tertiary amyl-ether(TAME),and also <br /> methanol and ethanol were not analyzed in either quarterly samplings. The oxygenate <br /> methyl tert-butyl ether(MTBE) was analyzed using EPA Method 8020 instead of Method <br /> 8260 required for confirmation of oxygenates. <br /> In a telephone conversation on November 20,2000,Mr.Fox expressed that he was under <br /> the impression that Method 8260 is required to confirm the analyses for MTBE just one <br /> time. Ina letter dated July 18, 1997 addressed to PHS/EHD,Central Valley Regional Water <br /> Quality Control Board required the use of Method 8260 for oxygenates (attached). More <br /> recently,in a letter dated April 13,2000,State Water Resources Control Board stated the <br /> appropriate analytic test method is Method 8260. Method 8260 uses gas chromatography <br /> with a mass spectrometer detector(as opposed to the photo ionization detector that Method <br /> 8020 uses) and therefore provides an excellent"fingerprint" for identifying a compound. <br />
