The RWD does not address the additional information
requirements listed in the Regional Board's 23 April 2001 Request for a Report of Waste Discharge. In
addition, the RWD did not include a $1,200 check made out to the State Water Resources Control
Board, an officer of the company did not sign the Form 200, and the technical report was not signed and
stamped by a California Registered Engineer.
Waste Discharge Requirements (WDRs) must be adopted by the Regional Board before any wastewater
can be discharged from your new facility. To obtain WDRs, you must first submit a complete RWD.
Consistent with California Water Code Section 13260, you are required to submit a complete RWD at
least 120 days prior to discharging wastewater. Adoption of the WDRs can take longer than 120 days
depending on the completeness of the RWD. You are encouraged to resubmit the RWD as soon as
possible so that adoption of the WDRs does not delay your ability to operate your truck wash facility.
Discharging wastewater without first securing WDRs is a violation of the California Water Code and
exposes the discharger to enforcement actions, including fines.
This letter constitutes a second formal request for a complete RWD from Alegre Trucking. An RWD
consists of the Form 200 Application/Report of Waste Discharge General Information (enclosed), a
filing fee, and the answers to the Additional Questions. The RWD shall be prepared in a technical report
by a California Registered Engineer. The RWD, at a minimum, shall address the Additional Questions;
it shall also include any additional information required to explain the site specific processes.
The filing fee is based on the threat and complexity of the discharge, as described in the enclosed filing
fee schedule. We have determined that this discharge is categorized as 2B, with a$1,200 annual fee.
Therefore, the RWD is to include a$1,200 check, made payable to the State Water Resources Control
Board.
California Environmental Protection Agency
Ca Recycled Paper
The energy challenge facing California is real.
