Foothill Blvd., Suite 200 <br /> Stockton, CA 95201-0844 Cupertino, CA 95014 <br /> REQUEST FOR A REPORT OF WASTE DISCHARGE,LOST ISLE RESORT,ACKER ISLAIVD, <br /> SAN JOAQUIN COUNTY <br /> Staff has reviewed the 4 June 2004 Lost Isle Septic System Abandonment correspondence prepared by <br /> Kjeldsen, Sinnock&Neudeck, Inc. (KSN)that describes conceptual plans to abandon the existing <br /> domestic wastewater system and replace it with a holding tank system. Staff has previously commented <br /> on the Lost Isle wastewater system on 26 October 2001 and 9 May 2002. In both letters staff requested <br /> submittal of a Report of Waste Discharge (RWD). The discharger has failed to respond to the requests. <br /> It is noted that California Water Code Section 13260(l) requires any person discharging waste to file an <br /> RWD; Section 13261 states any person failing to furnish a report or pay a fee under Section 13260 when <br /> so requested by a Regional Board is guilty of a misdemeanor and may be liable civilly in an amount <br /> which shall not exceed one thousand dollars for each day in which the violation occurs. <br /> Proposed Waste Containment System <br /> Attached to KSN's letter is a 28 May 2004 technical memorandum Reconnaissance Wastewater Storage <br /> Facilities Volume Requirements prepared by Eco:Logic,which provides an estimate of wastewater flow <br /> rates. The memo estimates peak wastewater generation rate of 15,640 gallons per day, but also states the <br /> sole water supply well on the island can only produce 7,200 gallons in a 24 hour period. To verify the <br /> wastewater flow rates the KSN letter states water suppiy measurements were to be collected in the <br /> summer of 2004. That data should be available at this time and it will be critical in determining the size <br /> of the storage facilities. Because of the volume of boat traffic on weekends, the storage facilities should <br /> be adequate to store all wastewater generated during an extended weekend such as Memorial Day or <br /> Labor Day. Special events can also generate large attendance and result in high wastewater generation <br /> rates; the holding tank design shall take such events into consideration. <br /> Relying upon a boat to pump out the holding tank and transport it to a nearby storage/transportation <br /> facility during well attended events is not acceptable because of the possibility of mechanical failure. <br /> Because there is no means to control access to the island, failure of the wastewater system would result <br /> in unacceptable discharge of waste into the surface water surrounding Lost Isle. <br /> Report of Waste Discharge <br /> By 2 December 2004, the owners/management of Lost Isle Resort shall submit a complete RWD. The <br /> RWD consists of the enclosed Form 200, a technical report that will serve as your response to Sections <br /> California Environmental Protection Agency <br /> 0 Recycled Paper <br />
