The technical report must address all items listed on the <br /> enclosed sheet entitled "Additional Information Requirements" and must be prepared under the <br /> supervision of a California licensed engineer. <br /> The filing fee is based on the threat and complexity of the discharge, as described in the enclosed filing <br /> fee schedule. Based on the information in the KSN correspondence, we have preliminarily determined <br /> that this collection, storage, and transportation waste handling system is categorized as 3-C, with a$436 <br /> annual fee. A filing fee schedule is attached. Therefore, the RWD is to include a$436 check, made <br /> payable to the State Water Resources Control Board. <br /> Please note that it can take up to 150 days from receipt of a complete RWD until the Regional Board <br /> considers a permit, and that no discharge of wastewater to the system -will be allowed until a waiver or <br /> WDRs are adopted. <br /> Abandoning the Existing Wastewater System <br /> Because the new system must be in operation prior to abandoning the existing wastewater system, the <br /> abandonment will be required and a schedule will be provided by the WDRs. Provisions in the WDRs <br /> are anticipated to require a workplan and final report of abandoning the system. Your RWD should <br /> propose a schedule for the work. <br /> Other Required Permits <br /> Other permits required for stormwater control, wetland/stream channel modifications, and construction <br /> activity are provided below. Those requirements are discussed below. <br /> Storm Water Permit Requirements <br /> A NPDES General Permit for Storm Water Discharges Associated with Construction Activities, NPDES <br /> No. CAS000002, Order No. 99-28-DWQ is required when a site involves clearing, grading, disturbances <br /> to the ground, such as stockpiling, or excavation that results in soil disturbances of at least one acre of <br /> total land area. Construction activity that involves soil disturbances on construction sites of less than <br /> one acre that is part of a larger common plan of development or sale, also requires a permit. A <br /> Constriction Activities Storm Water General Permit miict be obtained prior to construction. <br /> Industrial Stormwater Permit <br /> Depending on the Standard Industrial Classification (SIC) code of the final project, compliance with the <br /> NPDES General Permit No. CAS000001 for Discharges of Storm Water Associated With Industrial <br /> Activities may be required. The SIC codes of activities requiring coverage are listed in the General <br /> Permit. In order to obtain coverage by the General Permit, the proponent must submit a Notice of Intent <br /> to comply with the permit (NOI)to the State Water Resources Control Board and an S WPPP must be <br /> prepared. The permitting requirement is likely to apply at both proposed storage locations unless all <br /> rainfall that lands on the storage facilities is collected and placed in the storage tanks. If all stormwater <br /> is collected, the Discharger can apply for Notice of Non-Applicability coverage. <br /> Wetlands and/or Stream Course Alteration <br /> Section 401 of the federal Clean Water Act requires any project that impacts waters of the State (such as <br /> streams and wetlands) to file a 401 Water Quality Certification application with this office.
