Any person who generates a waste shall determine if the waste is a hazardous waste. The facility <br />has the following wastes stored on site: <br />a. Sand blast waste stored on the ground in the sand blast bay. A sample of the sand blast waste was <br />taken by the Environmental Health Department (EHD). A sample was also given to the operator. The <br />operator witnessed the sampling. <br />b. 55 gallon drum almost full of resin on the west side of the property. The drum does not have a label. <br />Immediately make a hazardous waste determination for the above wastes, and manage it according the <br />Title 22 hazardous waste regulations. Submit a statement and supporting documentation explaining <br />how these wastes were managed by June 11, 2011. <br />8. The current operator does not have a valid EPA ID number to manage hazardous waste. Manifest <br />002596280SKS, dated 4-4-11, used the previous operator's EPA number. A hazardous waste generator <br />shall not treat, store, dispose of, transport or offer for transportation, hazardous waste without an EPA ID <br />number. Immediately obtain an EPA ID number to manage hazardous waste and submit evidence to <br />the EHD by June 11, 2011. A form has been provided. <br />23. Two used oil filters were observed on top of hazardous waste containers in the hazardous waste <br />storage area. Used oil filters must be stored in a closed, rainproof container, labeled as "drained used <br />oil filters," and marked with an accumulation start date. Immediately place the filters into a container, <br />cover the container and label the container. Recycle the filters within one year of generation and keep <br />the metal recycling bill of lading for three years.
