f 1 <br /> 9000562C, Page 8 <br /> B.6.2 Health and Safety Training <br /> B.6.2.1 Employees of WCC and its subcontractors assigned to perform work in the <br /> restricted area must meet 29 CFR 1910.120 requirements regarding 40-hour basic health <br /> and safety training, supervisor training, and annual refresher training. Training is not <br /> required for employees of WCC and its subcontractors assigned to observe on-site <br /> activities from points outside the restricted area. Decisions as to whether or not a person <br /> needs training shall be made by the HSO. Personnel are required to have active Basic First <br /> Aid certificates to qualify as the Site Safety Officer. <br /> B.6.3 Health and Safety Briefing <br /> B.6.3.1 Each employee of WCC and its subcontractors assigned to perform the <br /> work described in Section B.3 must be briefed on the health and safety requirements <br /> presented in this HSP by the WCC Site Safety Officer(SSO) or Operating Unit Health and <br /> Safety Officer (HSO), given a personal copy of this HSP, and requested to sign the <br /> attached Health and Safety Compliance Agreement. Individuals refusing to sign the <br /> agreement or appear not to understand the Health and Safety requirements will not be <br /> permitted to work at the site. Completed agreements shall be delivered to the HSO. <br /> Additional briefings should be scheduled and conducted by the SSO as needed. <br /> B.6.3.2 Briefings shall be conducted by the SSO or HSO and shall cover (1) work <br /> to be performed; (2) the chemical, physical, and biological hazards associated with the <br /> work to be performed; (3) health effects that could result from overexposure to the <br /> suspected chemicals; (4) exposure limits for suspected chemicals; (5) methods of reducing <br /> exposure risks, including personal protective equipment, work zoning, decontamination, <br /> evacuation routes, action levels, and smoking and eating restrictions; (6) emergency <br /> response procedures; and (7) chain of command. Each person shall be informed of the <br /> location of the nearest working telephone. In addition, selected individuals should be <br /> tested for understanding of the health and safety provisions of this HSP and unclear <br /> provisions re-explained. All steps described in this section must be repeated for each <br /> r addition to the site team before being permitted to begin work at the site. <br />
