Box 6012 <br /> San Ramon, CA 94583-2324 <br /> REVIEW OF REPORTS,BANTA FUEL TERMINAL, CHEVRON PRODUCTS <br /> COMPANY,BANTA, SAN JOAQUIN COUNTY <br /> We have reviewed the 31 January 2003 4th Quarter/Annual 2002 Groundwater Monitoring <br /> Report(Annual Report) and the 5 March 2003 2003 Site Assessment Report(SAR) submitted by <br /> SECOR International Incorporated, on behalf of ChevronTexaco Environmental Management <br /> Corporation(ChevronTexaco) for the Banta Bulk Fuel Terminal at 22888 South Kasson Road in <br /> • Banta. The Annual Report discusses the groundwater monitoring conducted in December,trends <br /> during 2002,work performed during 2002, and cleanup activities planned during 2003. The <br /> Annual Report also responds to two comments in Regional Board staff's 19 August 2002 letter <br /> regarding the second quarter groundwater monitoring report. The SAR describes the results of <br /> soil and groundwater samples from soil borings and monitoring wells and-the installation of five <br /> monitoring wells. <br /> We have the following comments on these reports: <br /> 1. The results for monitoring well MW-7A are suspicious because of the sporadic results <br /> and proximity to the area of separate phase hydrocarbons. ChevronTexaco should <br /> include a discussion of trends for this monitoring well in next quarterly monitoring report. <br /> 2. Sample results from boring NSB-1 are not consistent with sample results from adjacent <br /> boring SB-1. ChevronTexaco needs to discuss the source of pollution in NSB-1 and why <br /> the same constituents are not detected in SB-1. Furthermore,NSB-1 is on the western <br /> edge of the property and has concentrations that exceed cleanup goals. ChevronTexaco <br /> needs to proposesampling to delineate those concentrations. <br /> 3. Sample results from NSB-3 show methyl tertiary butyl ether, but the sample from NSB-4, <br /> which is about 75 feet away, does not. As in comment 2 above, ChevronTexaco needs to <br /> discuss the source of pollution in NSB-3 and NSB-4.
