Representatives
from the City of Stockton were you and John Fukomoto. PHS/EHD
representatives were Margaret Lagorio, Lori Duncan, Ron Rowe and Jeff Wong.
Representing your consultant, ATC Associates, was Jeanne Homsey. The
following is a summary of the site discussions and decisions made since the
meeting.
Fontana Drive at Smith Canal
The "Summary Report Subsurface Investigation" dated January 10, 1999,
prepared by ATC Associates for this site has been reviewed by PHS/EHD.
The results of the soil and groundwater samples from this phase of
investigation were of concern to PHS/EHD since the groundwater sample
from SB12, which is upgradient from the former UST location, evidenced
24,000 parts per billion (ppb) of Total Petroleum Hydrocarbons as diesel
(TPH-d), although the highest soil contamination was in SB 13 at 14 feet
below surface grade (bsg). In addition, MW3 groundwater sample results
for TPH-d have increased since January 1998. At the meeting in January
2000 it was discussed that a mass balance calculation, a fate and
transport evaluation of the remaining contamination, and two additional
rounds of water sample collection and analysis may provide justification
for a "no further action required" determination for this site. PHS/EHD
discussed this site briefly with Central Valley Regional Water Quality
Control Board (CVRWQCB) staff. A pump test was performed in July
1999 and water samples were collected, a report of this work has not
been submitted. This information must be submitted to PHS/EHD and the
CVRWQCB to better evaluate this site. In addition, water samples have
not been collected and analyzed since January 1999. Quarterly sampling
and analysis of water from all the monitoring wells should be initiated
immediately. The stability of the contaminated groundwater plume will be
evaluated with this information and the need for further work will be
determined.
A Division of San Joaquin County Health Care Services
