INTRODUCTION <br /> Several different operators dispensed motor fuels at 305 South Hutchins Street in Lodi, California <br /> in the decades-long history of the site's use as a service station Starting in 1991, subsurface <br /> environmental investigation of the site was conducted Soil and shallow ground-water <br /> contamination was discovered Some of the contaminants are fuel hydrocarbons, others are <br /> chlorinated hydrocarbons that are typically used for dry cleaning and parts degreasmg Use of the <br /> site as a service station ended in the late 1970's In 1979, Texaco Refining & Marketing Inc <br /> (TRMI) , the last operator at the site, removed the underground fuel storage tanks which it had <br /> used Single phase fuel hydrocarbons have not been observed in soil or ground water at the site <br /> Some soil vapor extraction operations have been carried out to remove gasoline hydrocarbons in <br /> the area of greatest soil hydrocarbon concentration We understand that this work was conducted <br /> for the Federal Deposit Insurance Corporation(FDIC) <br /> A meeting was held with San Joaquin County Public Health Services (SJCPHS), Environmental <br /> Health Division in January 1996 At that time it was agreed that the site was a candidate for <br /> passive bioremediation and conditional case closure as the fuel leak source had already been <br /> removed SJCPHS indicated that ground-water remediation would not be required in any event <br /> because the shallow ground water at the site and in the neighborhood is contaminated by a larger, <br /> regional plume of dissolved chlorinated hydrocarbons (solvents) which has a source or sources <br /> other than 305 South Hutchins Street According to SJCPHS, this regional solvent plume situation <br /> is being separately addressed <br /> This closure report is intended to summarize the conditions at the site and demonstrate that <br /> conditional closure of the 305 South Hutchins Street site is appropriate It addresses the <br /> requirements in Appendix B of the Tn-Regional Board Staff Recommendations for Preliminary <br /> Investigation and Evaluation of Underground Tank Sites, dated March 1, 1994, and the <br /> requirements specified by SJCPHS in its letter of June 7, 1996, addressed to FDIC and TRMI <br /> 3 <br />
