SITE HISTORY <br /> Historical research performed by GEOCON Environmental Consultants (GEOCON) on behalf of <br /> the FDIC indicates that the site may have been used as a retail service station since as early as <br /> 1926 According to GEOCON, 1926 and 1950 Sanborn Maps depict a "Gas and Oil" structure <br /> within the northeast portion of the site (Figure 1) The 15-foot wide by 25-foot long structure was <br /> situated at about 45 degrees to the adjacent intersection The structure was located about 20 feet <br /> south of West Lodi Avenue and 10 feet west of South Hutchins Street A photograph, apparently <br /> found by GEOCON, dated October 1956, depicts (according to GEOCON) a service station <br /> structure with an automobile repair bay and two motor vehicle fuel dispensers, located within the <br /> northern portion of the site Atlantic Richfield (ARCO) and Union Oil Company operated the <br /> service station in the period from 1926 to 1957 No information was found concerning the removal <br /> or current status of the fuel storage and handling system that served this apparent first generation <br /> service station A ground penetrating radar survey of the site was carred out in 1994 to locate any <br /> obvious underground tanks One small radar anomaly was found in the northeast portion of the <br /> site that could be a small burred tank of a few hundred gallons capacity <br /> City of Lodi Building Department records indicate that a permit was issued to Douglas Oil <br /> Company of California in June 1957 for the construction of a service station at the site <br /> Construction of this apparent second generation station began in July 1957 and final construction <br /> inspection took place in October 1957 GEOCON reviewed a Douglas Oil Company site map <br /> dated April 1968 that shows three underground fuel storage tanks located in the southern portion of <br /> the site and three pump islands covered by a canopy located along the eastern portion of the site <br /> (Figure 1) Douglas operated the second generation station until 1971 TRMI operated the station <br /> from 1971 to 1977 According to TRMI, the underground tanks installed by Douglas were <br /> removed by TRMI in 1979, before TRMI sold the property <br /> In 1981, a building permit was issued by the City of Lodi to the Pioneer Take Out Corporation for <br /> the construction of a restaurant The structure is currently occupied by a Togo's Sandwich Shop <br /> (Figure 1) <br /> The initial environmental investigations at the site were performed between March 1991 and <br /> January 1993 by Unah Environmental Services, Inc (Uriah) and EPM Technologies (EPM) and <br /> included drilling 11 soil borings, installing three ground-water monitoring wells, and sampling and <br /> analysis of soil and ground-water samples These investigations revealed the presence of fuel <br /> hydrocarbons in soil and ground water beneath the site Chlorinated hydrocarbons and methyl <br /> tertiary butyl ether (MTBE) were detected in the ground water beneath the site in July 1992 and <br /> January 1993, respectively <br /> Between about January and June 1993, a soil vapor extraction system (VES) was installed in the <br /> southwest portion of the site The VES drew vapors from vapor extraction well VW-1 (Figure 1) <br /> and operated between June 1993 and March 1994 <br /> Between July and November 1994, GEOCON drilled 13 soil borings, constructed two offsite <br /> ground-water monitoring wells and constructed five onsite vapor extraction wells <br /> 4 <br />
