• Page 3
3 . Prior to processing contaminated material, the
stockpiles will be flattened off so that the contaminated
material can be recognized and kept separate from the
uncontaminated material. After processing thru the mineral
aggregate plant, the contaminated- material will be
transported to separate stockpiles near the asphaltic
concrete cold feed bins. The area where the contaminated
material had been discharged from the mineral aggregate
plant will be inspected to insure all material has been
collected and placed in the separate piles.
4 . The contaminated mineral aggregate material will be
made into asphaltic concrete by processing thru the
asphaltic plant. (See Plate V) Material will be fed by a
front end loader into the cold feed bins. The feeder then
meters material onto a feed belt which carries it into the
drum mixer. Asphalt oil is added at this point and the
final asphaltic concrete is transported into storage silos,
where it is loaded into trucks for shipment.
. 5. Asphaltic Concrete made with the contaminated
material will only be used on projects where groundwater is
not near the surface. It is anticipated that the material
will be used on roads in northern San Joaquin County, Amador
or Calaveras Counties. A log will be maintained (See Plate
VI) to record where asphaltic concrete containing
contaminated material is used. A copy of the up to date log
will be provided to Wm. J. Hunter and Assoc. to include in
the final report to the S. J. PHS/EHD.
6 . Operations will be observed by Wm. J. Hunter &
Associates. That firm will prepare a final report with a
request for closure after the operation is complete.
7 . The schedule for this remediation procedure is as
follows, and will commence within 2 weeks of County approval
of the plan:
Transport Material to Mineral Aggregate Plant - 2 days
Process Material Thru MA Plant - 3 days
Transport Material to Temporary Stockpile - 2 days
Process Material thru AC Plant - Dependent on demand of
product. Estimate all material should be used within 2
months of processing.
