HISTORY <br /> On February 27, 1987 a 500 gallon paint thinner tank was removed from <br /> 213 S. Kelly Street. The layout of removed paint thinner tank can be <br /> seen in figure 2 . The size of the paint thinner tank was 500 gallons <br /> and approximate dimensions were four feet by six feet. The results of <br /> soil test immediately below former tank showed 60,000 ug/kg Toluene, <br /> 750,000 ug/kg Xylene and Gasoline at 439 mg/kg, see Appendix A. <br /> A test boring conducted on September 10, 1989 showed no signs of <br /> contamination, approximate location of boring shown on figure 2 . The <br /> boring was down to thirty-five feet and within seven to ten feet of <br /> r► former paint thinner tank. <br /> SUMMARY OF WORK DONE AT SITE UNDER PRELIMINARY SITE INVESTIGATION WORK <br /> PLAN <br /> On August 1, 1990 a Preliminary Site Investigation Work Plan was <br /> submitted to San Joaquin County Local Health District Environmental <br /> Health Division. The work plan was approved on August 6, 1990 by San <br /> Joaquin County to proceed with the investigation. On August 8, 1990 <br /> Reed & Associates started excavation at 213 S. Kelly Street in Lodi to <br /> find the horizontal and vertical extent of contamination at the site. <br /> Harlin Knoll San Joaquin County Environmental Health Specialist was at <br /> I. the site to observe the investigation. <br /> During the investigation screening of the soils were accomplished by <br /> GasTech Model 1314S. A hole was excavated that was approximately <br /> fifteen feet by sixteen feet and sixteen feet deep. Approximately 124 <br /> cubic yards of contaminated soils were removed. <br /> All contaminated soil removed from the excavation was placed on top of <br /> 6 mil plastic sheeting., After all contaminated soil was removed from <br /> the excavation a 6 mil plastic sheet was placed on top of the <br /> contaminated soil to prevent aeration of the contaminated soils until <br /> proper county authorization could be obtained. <br /> r <br /> One soil sample was taken from each sides and from the bottom of the <br /> excavation for laboratory analysis. Two representative soil samples <br /> were taken from the 124 cubic yards of contaminated soils stockpiled at <br /> the site. <br /> Laboratory analysis consisted of an EPA Method 8020 and Method GC-FID. <br /> All soil samples were tracked by a formal chain-of-custody to maintain <br /> the integrity of samples taken. All soil samples taken were sampled <br /> using brass tubes to minimize disturbance of soil sampled. Once a <br /> sample was taken the brass tube was sealed with teflon caps and duct <br /> tape on both ends . The samples were labelled and placed in a cold <br /> r storage box for transportation to the laboratory. Each sample taken was <br /> issued its own sample identification number for identification <br /> proposes, see Apppendix A. <br /> Application was made to San Joaquin County Air Pollution Control <br /> District for soil aeration at 213 S. Kelly Street in Lodi . The <br /> application was reviewed and was exempt from the San Joaquin County Air <br /> Pollution Control District's Rules and Regulations. Aeration of the <br /> soils at 213 S. Kelly Street in Lodi was started on September 51 1990 <br /> after receiving the letter from the Air Pollution District and <br /> discussions with Harlin Knoll. <br />
