Based on a <br /> meeting we had with ARCO nearly a year ago, it is our understanding that <br /> ARCO and Brown and Caldwell were ready to start a cleanup program but <br /> were held up by your agency. Apparently you wanted additional study to <br /> characterize the hydrocarbon contamination. <br /> We are very concerned that this additional study is excessively delaying <br /> any real cleanup. While this data may eventually make for an interesting <br /> research paper on dispersion of gasoline in Lodi soils, the fact remains <br /> that hundreds of gallons of gasoline are dispersing into the soil and <br /> groundwater. <br /> We would appreciate whatever actions you can take to get the cleanup <br /> started. <br /> ms — — — <br /> 4ack1L.
