Based on a
meeting we had with ARCO nearly a year ago, it is our understanding that
ARCO and Brown and Caldwell were ready to start a cleanup program but
were held up by your agency. Apparently you wanted additional study to
characterize the hydrocarbon contamination.
We are very concerned that this additional study is excessively delaying
any real cleanup. While this data may eventually make for an interesting
research paper on dispersion of gasoline in Lodi soils, the fact remains
that hundreds of gallons of gasoline are dispersing into the soil and
groundwater.
We would appreciate whatever actions you can take to get the cleanup
started.
ms — — —
4ack1L.
