Phillips <br /> October 21, 1987 <br /> Page 2 <br /> estimate that the recovery well could be in place in six weeks. <br /> If the foregoing descriptions or time frames are not correct, <br /> please let me know. <br /> The City of Lodi is anxious to have this matter resolved <br /> promptly, but it is also very concerned about the potential <br /> adverse impacts on the City' s water supply and sewer system and <br /> the ability of the City to continue to meet the utility needs of <br /> its residents. <br /> First, if you are planning tc discharge contaminated water <br /> into the City' s sewer system, the City will need to know as soon <br /> as possible the nature of the constituents in the water and the <br /> estimated quantity of contaminated water, so that the City can <br /> determine if and how it will be able to deal with such discharge. <br /> As you may know, the City is in the process of amending its <br /> ordinance dealing with disposal to its sewer system. <br /> Second, and of more urgent concern, the City needs to <br /> decide how to proceed with respect tc Municipal Well 12 , which is <br /> located southeast of the subject ARCC station. Well 12 has been <br /> shut-down since the City learned of the spill in December of last <br /> year. If the City. is to have enough water to supply its residents <br /> and maintain adequate reserves, it must either resume pumping <br /> water from Well 12 , which could aggravate clean-up efforts by <br /> dispersing contaminated water further into the aquifer, or begin <br /> drilling a replacement well at a different location. <br /> Before the City chooses between these two alternatives _and .;: <br />` proceeds, we feel it is appropriate to seek your recommendations, <br /> on behalf of ARCO. The City is looking to ARCO to reimburse it <br /> for any and all costs the City incurE in resolving this matter, <br /> whether those costs are for drilling a replacement well or for <br /> cleaning-up any contamination to the city' s water supply and any <br /> damages resulting therefrom. <br /> Given the amount of time that. has passed since the date of <br /> the leak, the City needs to take action very soon if it is to <br /> minimize the harm to the City' s water supply and to -maintain the <br /> integrity of its water system. Ther fore, we are asking that you <br /> give us your recommendations as soon as possible. If we do not <br /> receive your recommendations promptly, the City will take the <br /> steps it feels are necessary and prudent, and in the best <br /> t <br /> t <br />
