k'g KLEINFELDER <br /> I BACKGROUND <br /> Sierra Environmental Consulting conducted a Phase I Environmental Assessment of the subject site <br /> in March, 1997, and in their report entitled "Phase I Environmental Assessment, for the Jefferson <br /> School District's proposed Glenbriar Estates School Site, Tracy, San Joaquin County, California," <br /> dated April 11, 1997, included the following recommendations related to the subject site. <br /> • Soil sampling and analysis within the orchard area for heavy metals, chlorinated <br /> hydrocarbons, to include DDT, DBCT, EDB, DD, arsenic, and lead. <br /> • Soil sampling and analysis in the gravel pit area for fuel. oil, grease, and solvent <br /> hydrocarbons and heavy metals. <br /> In July 1997, Kleinfelder submitted a workplan/proposal/cost estimate to Mr. Tom Hawkins of the <br /> Jefferson School District, based on Sierra Environmental's Phase I report. That proposal was <br /> approved on June 5, 1998 by Dr. Ellen Hancock of the district. Based on that approval, a copy of <br /> the scope of work and a boring/well permit application were submitted to Ms. Lori Duncan of the <br /> San Joaquin County Public Health Services Department, Environmental Health Division <br /> (PHS/THD) for approval.. Based on the submittal, permit and workplan approval was given by <br /> Ms. Duncan on July 8, 1998. <br /> On July 16, 1998, Kleinfelder commenced its field activities.
