k'1 KLEINFELDER <br /> 4. ACTIVITIES CONDUCTED <br /> 4_1 PRE-FIELD ACTIVITIES <br /> As required by San Joaquin County Public Health Services Department Environmental Health <br /> Division (PHS/EHD), Kleinfelder submitted a boring/well permit application and workplan <br /> (scope of work) to PHS/EHD for approval. Kleinfelder also prepared a health and safety plan for <br /> use in the field. Kleinfelder obtained approval from Ms. Lori Duncan of PHS/EHD on July 8, <br /> 1998 for the workplan and permit. <br /> 4.2 FIELD ACTIVITIES <br /> 4.2.1 Site Observations <br /> Following arrival on site on July 16, 1998, changes to Kleinfelder's approved scope of work was <br /> necessary. Since the date of Sierra Environmental Consultants' Phase I ESA report (April 11, <br /> 1997) the site had undergone much change. The five 55-gallon drums noted in proximity to the <br /> garage were not observed. A soil pile that was in the gravel pit area was approximately ten times <br /> the size noted in Sierra's report. That soil pile on July 16" was estimated to be approximately 250 <br /> feet by 400 feet by 15 feet in height. The irrigation canal noted in the Sierra report to run along the <br /> northern boundary of the site then bend towards the north-northwest, had been rerouted into a <br /> retention basin which covers a large portion of the northwest portion of the site. The retention pond <br /> is in the northern part of the area designated by Sierra as "disced field". The southern part of the <br /> area designated by Sierra as a disced field was estimated to be covered with up to 3 feet of fill soil. <br /> Construction material and miscellaneous debris was also present near the southwest corner of the <br /> site. A smaller depression(basin?)was noted between the retention basin and the garage. <br /> 4.2.2 Field Interview <br /> While on site, Kleinfelder's personnel was approached by a Mr. McMillan (resident from property <br /> immediately north of the subject site). Mr. McMillan was very forthcoming with information <br /> regarding the site. He stated the following: <br /> => The large soil pile in the area of the former gravel pit was fill dirt imported from <br /> construction behind the nearby Laura Scudder's facility (northwest of the site). <br /> Mr. McMillan indicated that the soil was dumped in the area over a period of <br /> approximately 2 weeks. <br /> 20-4202-01.P02/2018R669 Pa2e6 of 14 <br /> © 1998,Kleinfelder,Inc.
