INFORMATION SHEET
ORDER NO. 5-01-055
TRI VALLEY GROWERS PLANT NO. 4
STOCKTON, SAN JOAQUIN COUNTY
Tri Valley Growers operates a tomato and cherry processing facility at 3200 East Eight Mile
Road. Surface water drainage is to Bear Creek. Water is provided by an on-site supply well.
Wastewater generated at the plant is discharged to land application areas located adjacent to the
processing facility.
The Discharger is considering sale of 111 acres of land application area. As a result of
considering the sale of this property, the Discharger was required to submit a Report of Waste
Discharge.
The facility processes and cans fresh tomatoes and tomatoes from storage bags. Cherries are
stemmed, brined, pitted, sliced, and dyed but not canned on site. Fresh tomato processing season
occurs from July to September, tomato reprocessing occurs from February to March; cherries are
processed the remainder of the year. Wastewater flows are highest during the fresh tomato
season. Wastewater is discharged to a wastewater sump where it is pumped to rotary screens and
then discharged to the application areas. Solids are placed in hoppers and disposed of as animal
feed.
The water balance presented in the Report of Waste Discharge indicates rainwater will pond at
the surface during the wet months. Surface soils in the land application area consist of the
Jacktone Clay which possess a low infiltration rate (0.06 in/hr). Because land application of
wastewater is not allowed when the soil is saturated, this Order requires construction of
wastewater storage facilities or ceasing all wastewater discharge during rain events when the soil
is saturated.
Wastewater is characterized by high organic matter and dissolved solids content. Despite
improvements in the concentration of dissolved solids in the facility wastewater, further
reductions are required by this Order.
The discharge flow rate limit varies according to season. The 30-day average discharge to the
designated land application areas shall not exceed 500,000 gpd in the months from October to
April, and 1,500,000 gpd in the months from May to September.
Groundwater at the facility is approximately 55 feet below ground surface. Groundwater flow
direction is to the southeast and is controlled by groundwater extraction wells operated by the
City of Stockton.
Groundwater at the land application area is monitored by five existing groundwater monitoring
wells. Well MW-5 is located in the parcel that has been sold and may not be available for future
