4.3 SITE SECURITY <br /> Security at the site is maintained during both working hours and non-working hours to <br /> prevent unauthorized entry; removal of contaminated material from the exclusion zone; <br /> exposure of unauthorized , unprotected people to site hazards and increased hazards due to <br /> vandalism and theft. <br /> Tyson Fulmer is responsible for establishing and maintaining site security during work hours. <br /> This site takes the following measures for security during working hours: <br /> 1. Security is maintained in the support zone and Access Control Points to ensure only <br /> authorized entrants access to the site. <br /> 2. A fence or other physical barrier is erected around the perimeter of the site to prevent <br /> unauthorized entry or exit <br /> 3. Signs have been posted around the perimeter of the site to warn of the site dangers and <br /> prohibition of unauthorized entry <br /> 4. Site personnel patrol the perimeter of the site <br /> Port of Stockton is responsible for establishing and maintaining site security during non- <br /> working hours. <br /> 4.4 SITE WORK ZONES <br /> The biological, chemical and physical hazards associated with Building 16 are not serious <br /> enough to establish zone divisions and decontamination facilities. Non-workers are instructed <br /> to stay outside of the boundaries of Building 16. Workers are instructed to decon within the <br /> site boundaries so as not to track the contaminants outside off site. <br /> 4.5 BUDDY SYSTEM <br /> The site conditions are not serious enough to establish a buddy system among workers or any <br /> other personnel. <br /> 4.6 HAND SIGNALS <br /> There will be times during the earth moving process that the excessive noise will require the <br /> use of hand signals. Any communication between the operator and the project manager or any <br /> other personnel will be established before the commencement of the bulldozer operations. <br /> Environmental Risk Services,Corp. <br />
