Box 2089 <br /> Stockton, California 95201 <br /> FORMER UST SITE BUILDING 16 GROUND WATER INVESTIGATION AND MONITORING, <br /> AND WELL INSTALLATION PROPOSAL, PORT WEST COMPLEX, ROUGH AND READY <br /> ISLAND, PORT OF STOCKTON, SAN JOAQUIN COUNTY <br /> California Regional Water Quality Control Board, Central Valley Region (Regional Water Board) <br /> staff has reviewed the report entitled Building 16 Former USTs Ground Water Investigation and <br /> Monitoring Report(Report), dated March 2007 and prepared by Environmental Risk Services <br /> Corporation (ERS) for the Building 16 former underground storage tank (UST) site on Rough and <br /> Ready Island, Port of Stockton (Port), California. The Port submitted a draft of this Report on <br /> 29 December 2006 and the Regional Water Board provided comments in a review letter dated <br /> 7 February 2007. <br /> The Report documents environmental investigation work conducted at the Building 16 site, a <br /> former gasoline service station developed by the U.S. Department of the Navy in 1963. The <br /> Navy transferred the site to the Port in July 2000. Also; in order to accommodate construction of <br /> a new entry roadway for Rough and Ready Island, the Report includes a Work Plan to replace <br /> the four site monitoring wells. In addition, the Report summarizes groundwater investigation and <br /> monitoring work conducted by the Port in 2005, 2006, and 2007; the fourth quarter 2006 and first <br /> quarter 2007 data included in the Report, were not available when ERS submitted the draft <br /> Report. <br /> Report Review <br /> Regional Water Board staff has the following comments on the Report: <br /> 1. The data collected during the investigation activities presented in the Report are sufficient to <br /> establish the basis for a working site conceptual model. The Port has chosen to divide the <br /> upper 35 feet of saturated soils into three water-bearing zones: the shallow zone from 2 to <br /> 10 feet below ground surface (bgs), mid-range zone from 10 to 25 feet bgs, and deep zone <br /> from 25 to 35 feet bgs.
