Section 3
Scope of Work
The objective of this project is to remove the source area of any remaining oil contaminated soil
and to obtain clean closure. This objective will be accomplished by the removal of the "hot
spots" (based upon previous characterization); confirmatory sampling of the remaining soils; and
sampling of the groundwater to determine if there has been any impacts to groundwater. If
confirmatory sampling shows hydraulic oil contamination of the soil and groundwater above
action levels, then additional investigations may be warranted.
There are three tracks running parallel along Humphrey's Drive, but only the eastern track was
affected by the hydraulic oil spill. The results from previous investigations indicate that the
southern boundary of contamination at Impacted Area #1 ends at the location of sample #13.
Samples 1, 2, 3, 6, and 13 were all below 50 mg/kg of hydraulic oil. However, the northern,
eastern, and western boundaries of the impacted area have not been defined. It is reasonable to
assume that the hydraulic leak from the rail car would not have resulted in significant
contamination out from the sides of the track. However, to define the limits of the impacted area
heading north along the tracks, Tetra Tech will obtain two soil samples in this area prior to
beginning the source removal work. The removal of soils up to five feet on either side of the
track as measured from the centerline should result in the removal of any impacted soils both
east and west of the track. Soil Samples 7, 10, 11, and 12 fully define the lateral contamination
east, west, north, and south respectively of Impacted Area #2 and therefore additional sampling
is not required. At both impacted areas, no samples taken at the 4-foot bgs level resulted in any
Rough& Ready Island 12 Tetra Tech, Inc.
Revised Draft Work Plan November 18, 1998
