hydraulic oil concentrations above 50 mg/kg (ppm). Therefore, the maximum depth of the
contamination is assumed to be less than 4 feet bgs.
The surface and subsurface materials include railroad tracks, ties, ballast (gravel base beneath the
railroad tracks), spikes, and underlying soil. The two impacted areas will be investigated by first
taking two hand auger samples north of Impacted Area #1 and four groundwater samples (two
beneath each impacted area). Following receipt of these results, Tetra Tech will commence
removal activities of the railroad tracks, ties, ballast, and spikes above the impacted areas. The
ballast and the soil will be removed in the two designated excavation areas. Following
completion of the excavations, field TPH immunoassay test kits will be utilized to determine if
the excavations have met the clean-up levels. Verification samples will be collected and sent to
a fixed laboratory to document that the hydraulic oil impacted soils have been removed. The
contaminated materials will be transported to an approved Class III landfill unless the analytical
results indicate that the materials are a hazardous waste.
Preliminarily, the sizes of the two excavations will be 10' x 50' x 4' deep and 10' x 10' x 4' deep
at Impacted Area #I and 10' x 111' x 4' deep at Impacted Area #2. These areas are shown on
Figures 3 and 4.
3.1 Pre-Removal Activities
Once this Work Plan, including the Sampling Analysis Plan (SAP) and Health and Safety Plan
(HSP) has been approved, the applicable permits will be obtained. Since the excavations are
limited to 4 feet in depth, an excavation permit is not required from the Central Valley Air
Quality Management District (CV-AQMD). Mr. Jim Peck of the DLA will coordinate with the
Navy to obtain all necessary Base permits prior to commencement of field activities.
Rough&Ready Island 13 Tetra Tech,Inc.
Revised Draft Work Plan November 18, 1998
