3.2 Underground Clearance <br /> Prior to initiating field activities, Underground Services Alert (USA) will be contacted at least 48 <br /> hours in advance to mark all known underground utilities. Based on utility maps obtained by <br /> Tetra Tech from the Defense Logistics Agency, a water, electrical, gasoline, and fire lines run <br /> between Buildings 1004 and 1005 and extend underneath the railroad tracks, but are not in the <br /> two planned excavation areas. Utility lines will be marked with spray paint. A geophysical <br /> survey will not be performed at the two excavation areas. <br /> 3.3 Mobilization and Security <br /> There is only one entrance/exit onto Rough and Ready Island. Mr. Jim Peck, Project Manager <br /> from the DLA, will coordinate all site access badges and vehicle permits. According to USACE <br /> and DLA, the tracks are used sparingly by the Navy and at such slow speeds, approximately 5 <br /> mph, that barriers such as orange cones and temporary fences placed 300 feet north and south of <br /> the excavations will prevent a train from entering into either excavation. However, prior to field <br /> activities, Tetra Tech will coordinate train traffic with the Naval Communication Station and <br /> continue communication throughout field activities by contacting Mr. Brad Beeman, Office of <br /> Environmental Management at RRI (209 944-0400) and Mr. John Berkerk, NCTSSD, at RRI <br /> (209 944-0255). <br /> 3.4 Groundwater Sampling <br /> Prior to the excavation activities, four groundwater samples will be taken using a hydropunch <br /> sampling device. The groundwater sampling locations will be placed to determine any impacts <br /> to groundwater from the hydraulic oil spill.
