3.9 Waste Disposal <br /> All soil for off-site disposal will be analyzed for TPH, BTEX, and five Title 22 Metals <br /> (cadmium, chromium, lead, nickel, and zinc) prior to disposal. Railroad ties that are discolored <br /> or odorous will be tested for pentachlorophenol and creosote by TCLP (toxicity characteristic <br /> leaching procedure) prior to disposal. If the soil and/or railroad ties are contaminated, but <br /> deemed non-hazardous, then they will be transported and disposed at the Forward Inc Landfill, <br /> located at 999 South Austin Road in Manteca, California, southeast of the site. If the soil and/or <br /> railroad ties are deemed RCRA hazardous, then they will be transported to Chemical Waste <br /> Management's Class I facility at located at 35251 Old Sky Line Road, Kettleman City, <br /> California. Before transporting the soil or railroad ties to a disposal facility, manifests will be <br /> generated and sent to the DLA Project Manager, Mr. Jim Peck, for his signature. <br /> Other investigative derived waste will include the 20-mil liners, decontamination water from the <br /> hand augering of three samples, water from the steam cleaning of the ballast, gloves, and <br /> miscellaneous construction waste. The decontamination water will be disposed with the soils. <br /> The water from the ballast will be analyzed for TPH diesel and hydraulic oil and disposed <br /> accordingly.
