He said that although <br /> the address locations in that area are difficult to find, the <br /> Fire District has a special map of the area which takes care of <br /> the problem for the Fire Department . He said that signs indi- <br /> cating addresses located on each private road are needed, and <br /> he intends to have such signs installed. <br /> Although the Fire District has adjusted to the confusing access <br /> proposed, several problems related to access still exist . <br /> First , the site needs to be served by other services besides <br /> the Fire District . In an emergency, ambulance services and the <br /> Sheriff ' s department may have a difficult time finding this <br /> site. <br /> Second, several letters have been received from surrounding <br /> property owners who object to the project on the basis of <br /> access and traffic . <br /> Third, since building setbacks from private roads are not <br /> required, and since private easements are included in net area <br /> computations, a site that meets minimum area requirements under <br /> the regulating zone may not , in fact , be a suitable building <br /> site. In the proposed project , about 20 percent of the site is <br /> necessary for the emergency vehicle turnaround; therefore, the <br /> net usable area is reduced to well below the minimum lot size <br /> allowed in the zone . Also, this project requires that much of <br /> an adjoining parcel be converted to a driveway, thus reducing <br /> the net buildable area for that lot . <br /> Access Parcel No. <br /> Parcel No . 2 would use the existing access which crosses the <br /> adjacent parcel on the east . The owner of that parcel will not <br /> grant the applicant an easement for access to Parcel No. 1 . <br /> ENVIRONMENTAL CONSIDERATIONS : <br /> An Initial Study was prepared for this project on February 16 , <br /> 1989 . At the time of the Initial Study, it was determined that <br /> the proposed project would not have a significant effect on the <br /> environment . On the basis of the Initial Study, a Negative <br /> Declaration was prepared. <br />
