(W&A) on your behalf for the above-referenced site. The RAP was submitted in response to
the EHD letter dated June 30, 2008, directing the submittal of a corrective action plan that would
adequately address the comparison of interim remedial methods based on site specific data.
In the RAP, W&A compares remedial methods: monitored natural attenuation (MNA),
excavation and disposal, soil vapor extraction and abatement (SVE), groundwater extraction and
treatment (GET), dual-phase extraction (DPE), and chemical oxidation using ozone. W&A
concludes that ozone injection and DPE appear to be the most cost effective alternatives and
recommends conducting an ozone bench-scale pilot test to identify and evaluate generation,
mobilization, or precipitation of harmful chemical species that could degrade groundwater or
aquifer quality. W&A also recommend the performance of an eight-to-twelve hour DPE pilot test
to assess the viability of this remedial method.
The EHD concurs with recommendations presented by W&A. Please submit a work plan for an
ozone bench-scale test and a work plan for performing an eight-to-twelve hour DPE pilot test.
Submit the work plans to the EHD by June 15, 2009.
Please contact Vicki McCartney at(209) 468-9852 or by email at vmccartney@sjcehd.com if you
have any questions.
Sincerely,
Victoria L.
