425 Larch Road
information and the third quarter 2006 groundwater monitoring results before
commenting on the proposals for partial excavation.
The aquifer pump test as proposed by BEA in Addendum to Interim Corrective Action
Plan and as revised in the August 11, 2006 ICAPR, is approved. You are directed to
submit this report to EHD by October 27, 2006.
By letter dated April 25, 2005, BEA indicated that they had begun the electronic
submittal of data to GeoTracker — the State Water Resources Control Board database
program. To date, the most current analytical data submitted to GeoTracker were for
groundwater samples collected during the first quarter of 2005, and the most recent
submittal to GeoTracker was on September 21, 2005, for groundwater analytical data
collected during the second quarter of 2003. No quarterly reports and groundwater
measurements have been submitted to GeoTracker. Failure to submit this requested data
constitutes a violation of California Code of Regulations, Title 23, Division 3, Chapter
30, Sections 3890— 3895. You are directed to submit past and current quarterly reports,
analytical data, and groundwater measurements to GeoTracker by September 29, 2006.
Also, by letter dated April 25, 2005, BEA indicated that they were in the process of
selecting a licensed surveyor to survey the monitoring wells at this site. EHD had
directed that you complete the well surveys and submit the survey report by May 18,
2005. So far, EHD has not received this well survey report. You are currently out of
compliance and have until September 29, 2006, to submit this well survey report to EHD
and upload this information to GeoTracker for the twenty-one monitoring wells
associated with this site.
As the responsible party, you must complete the above-listed tasks by the dates indicated
above or formal enforcement action by the San Joaquin County District's Attorney's
Office or the Central Valley Regional Water Quality Control Board may be requested.
No additional extensions will be granted by EHD.
If you have any questions, please contact Vicki McCartney at (209) 468-3456 or by
electronic mail at vmccartney@sjcehd.com.
Donna Heran, REHS, Director
CCHealth Department
-U i tGC=s/C"tom ` "GGSI/jldo'2
Victona L.
