0-
Frontier Transportation, Incorporated
425 Larch Road Page 2 of 2
Tracy, California 95376 September 20, 2013
• Collection of two groundwater samples for analysis from each zone per pumping well
(one collected following the removal of four well-water volumes, and one collected at
the conclusion of the pump test);
• Analysis of the groundwater samples for total petroleum hydrocarbons as gasoline
(TPH-g), and volatile organic compounds that include: benzene, toluene, ethylbenzene
and total xylenes (BTEX); methyl tertiary-butyl ether (MTBE), ethyl tertiary-butyl ether
(ETBE), di-isopropyl ether (DIPE), tertiary-amyl methyl ether (TAME), tertiary-butyl
alcohol (TBA), ethylene dibromide (EDB) and 1,2-dichloroethane (1,2-DCA); and
• Assessment of the effects on DPE1, DPE4, DPE11, MW-21, MW-22 and MW-23
during the water pumping test.
Although EMS has indicated in email correspondence dated 06 September 2013 to the EHD
that the temporary inflatable packer will not prevent flow of water through the filter pack from
entering the casing, EMS has assured the EHD that "the amount of water that flows through the
filter pack compared to the water that normally flows through the casing without the packer is
very small'. EMS further states that the proposed pump test is very cost effective in collecting
information to be used in the design of the proposed groundwater pump and treat system.
The EHD approves the work plan as modified by the addendum. Please notify the EHD of the
pending pump test dates so that an inspector can be present for the fieldwork.
If you have any questions, please contact Vicki McCartney at (209) 468-9852, or by e-mail at
vmccartney@sjcehd.com.
Sincerely,
l/icG rL'/l
Victoria L.
