ARARs appropriate to this project will be determined by DTSC. <br /> 1.5.1 Chemical-Specific ARARs <br /> Groundwater Quality <br /> 1. Federal Primary Drinking Water Standards (40 Code of Federal Regulations (CFR) Part 141) <br /> under the Safe Drinking Water Act (SDWA). Chemical-specific drinking water standards <br /> have been promulgated under Section 1412 of the federal Safe Drinking Water Act (42 <br /> U.S.C. § 300g-1). Maximum Contaminant Levels (MCLS) are enforceable standards for <br /> public drinking water systems. In accordance with the National Contingency Plan("NCP"), <br /> MCLS, or federal Maximum Contaminant Level Goals (MCLGs) are generally used as <br /> baseline relevant and appropriate standards for groundwater. <br /> 2. California Drinking Water Standards (22 California Code of Regulations (CCR), Chapter 15, <br /> • § 64435 and § 64444,5). The State of California has under its Safe Drinking Water Act <br /> (California Health and Safety Code Division 5, Part 1, Chapter 7, § 4010 et seq.) established <br /> enforceable primary drinking water standards, which are used as baseline applicable criteria. <br /> 1.5.2 Action-Specific ARARs. <br /> Protection of Groundwater Quality <br /> 1. California Water Code, Division 7, § 13000 et seq. (Porter-Cologne Water Quality Control <br /> Act). The Water Code authorizes the State Water Resources Control Board (SWRCB) and <br /> Regional Water Quality Control Boards (RWQCBs)to: <br /> • establish Water Quality Control Plans to determine beneficial uses and standards to <br /> protect surface and groundwater quality <br /> • issue permits for discharges to land or surface water or groundwater that could affect <br /> water quality (including NPDES permits) <br /> is • to take enforcement action to protect water quality <br /> 9 <br /> 25970318.PGS 15 November 2000 <br />
