Treadwell&Rollo <br /> • <br /> 2. Water Quality Control Plan for the Sacramento River, Sacramento-San Joaquin Delta, and <br /> San Joaquin River Basins (Basin Plan) (Water Code § 13240). The Basin Plan describes the <br /> water basins in the Region, establishes beneficial uses of groundwaters and surface waters, <br /> establishes water quality objectives including narrative and numerical standards, establishes <br /> implementation plans to meet water quality objectives and protect beneficial uses, and <br /> incorporates statewide water quality control plans and policies. <br /> 3. Safe Drinking and Toxic Enforcement Act of 1986 (Proposition 65), California Health and <br /> Safety Code, Division 20. Proposition 65 prohibits the discharge of known human <br /> carcinogens or reproductive toxins to sources of drinking water or on land where it could <br /> pass into a source of drinking water. <br /> 4. California Environmental Quality Act(CEQA), California Public Resources Code § 21100 et <br /> seq. CEQA requires analysis of environmental impacts of response actions, comparison of <br /> alternative actions, and implementation of feasible mitigation measures for significant <br /> • environmental impacts resulting from the response action. <br /> Releases of Hazardous Substances <br /> 1. Title 22 CCR, Chapter 12 § 66262.10 et seq., Standards Applicable to Generators of <br /> Hazardous Waste. The generator of a hazardous waste must comply with the requirements <br /> listed including those regarding hazardous waste sampling, handling,transportation, disposal <br /> and record keeping. These standards apply to hazardous waste generated during remedial <br /> activities. <br /> 2. Hazardous Waste Disposal or Treatment. California regulations relating to hazardous waste <br /> treatment, storage and disposal ("TSD") facilities, (Title 22 CCR, Division 4.5, Chapter 14). <br /> These regulations are ARARs if the remedial actions involve the activities addressed by these <br /> regulations, such as the on-site treatment of hazardous wastes or the storage of hazardous <br /> wastes in containers on site for more than 90 days. Generation of used granular activated <br /> carbon(GAC) for remediation of VOCs triggers requirements associated with the <br /> regeneration or disposal of the spent carbon depending on the method of disposal or ultimate <br /> • treatment of the activated carbon. <br /> 10 <br /> 25970318.PGS 15 November 2000 <br />
