Treadwell&Rollo <br /> • <br /> 1.5.3 To Be Considered Criteria <br /> The following criteria may be TBCs for the Site. <br /> Groundwater Criteria <br /> 1. EPA's Office of Groundwater Protection(OGWP) groundwater classification system. EPA's <br /> Interim Guidance on ARARs employs the EPA groundwater classification system to set the <br /> guidelines for determining the potential uses of groundwater. Under the OGWP guidelines, <br /> groundwater is classified as Class I - drinking source, Class Il -potential drinking source, or <br /> Class III - non-potable. <br /> 2. Proposition 65 limits are established under the California Safe Drinking Water and Toxic <br /> Enforcement Act of 1986 for known human carcinogens and reproductive toxins. <br /> Proposition 65 made it illegal to discharge significant amounts of these chemicals to sources <br /> of drinking water. The "significant" amounts are adopted by the California Environmental <br /> • Protection Agency (Cal/EPA), Office of Environmental Health Hazard Assessment <br /> (OEHHA) into Title 22 CCR, Division 2, Chapter 3. <br /> 3. A Compilation of Water Quality Goals (Marshack, 1993). Many of the water quality <br /> objectives contained in the Basin Plans for protection of beneficial uses of water of the state <br /> are stated in narrative terms. To implement these narrative standards, the RWQCB Central <br /> Valley Region staff has prepared a report entitled, "A Compilation of Water Quality Goals" <br /> (Marshack, 1993). This report defines a procedure for selection of appropriate <br /> concentrations of chemical constituents and water quality parameters used to evaluate <br /> compliance with the narrative water quality objectives. <br /> 4. USEPA Region 9 Preliminary Remediation Goals (PRGs) (1 October 1999). PRGs are risk <br /> based concentrations used to help evaluate and cleanup contaminated sites. The EPA <br /> Identifies PRGs for soil at residential and industrial sites, ambient air, and tap water. <br /> 5. Site-specific risk assessment findings may define human and ecological exposures during <br /> • mitigation to specific limits. <br /> 12 <br /> 25970318.PGS 15 November 2000 <br />
