RCRA(40 CFR Part 263), 49 CFR Part 171-179, California Hazardous Waste Haulers Act <br /> (California Health& Safety Code § 25167.1 et seq., Title 13 CCR, § 1160 et seq.). Both <br /> federal and state laws and regulations governing transportation of hazardous wastes are <br /> applicable if the selected remedial alternatives involve off-site transportation of hazardous <br /> waste. <br /> Management of Extracted Groundwater <br /> 1. Discharge to Surface Waters. Groundwater discharge to surface waters is not anticipated. <br /> Proposed or no groundwater extraction currently being performed. <br /> 2. Discharge to POTWs—Section 307 of Clean Water Act(40 CFR Part 403) Effluent <br /> acceptance criteria, City of Stockton Municipal Utility Department(SMUD). The Clean <br /> Water Act allows municipalities to determine pretreatment standards for discharges to <br /> Publicly Owned Treatment Works (POTWs) within their jurisdiction, provided minimum <br /> federal standards are met. Pretreatment standards for water discharged to the sanitary sewer <br /> in the study area are established and enforced by the SMUD. These limits are ARARs for <br /> discharges of groundwater to the local sanitary sewer system. <br /> Air Quality Impacts During Remedial Actions <br /> 1. Monitoring Requirements and VOC Emission Limit - San Joaquin Unified Air Pollution <br /> Control District (SJUAPCD) The SJUAPCD regulates discharges of organic compounds to <br /> the atmosphere through air stripping and soil treatment operations during removal of organic <br /> compounds from soil and groundwater, is applicable. <br /> Implementation of Remedial Action <br /> 1. Occupational Safety and Health Act(OSHA) (Title 29 CFR 1910.120; Title § CCR, § 1500, <br /> 2300, and 3200 et seq.) Certain requirements of the federal and state Occupational Health <br /> and Safety Acts (OSHA) are ARARs for implementation of remedial actions. <br /> • <br /> I1 <br /> 25970318.PGS 15 November 2000 <br />
