7hN3dweII&RoIIo
•
4.1.3 Treatment
Three variations of soil treatment were initially screened, including stabilization and fixation
with cement, in situ treatment by biodegradation or vacuum extraction, and thermal treatment via
steam stripping or the use of a rotary kiln. While none of these options are acceptable for both
organic and inorganic contamination, biodegradation and vacuum extraction are known to
remediate certain petroleum and halogenated hydrocarbons. These technologies are retained for
consideration. Vacuum extraction is being used at Area 16 to remediate hydrocarbon
contamination in soil.
4.2 Comparison of Soil Remedial Alternatives
Table 5 summarizes the comparison of the No Action, Containment, and Removal remedial
alternatives, using the nine evaluation criteria listed in the DTSC RAP outline. The Evaluation
Criteria are:
• 1.
Overall protection of human health and the environment
2. ARAR compliant
3. Long-term effectiveness
4. Short-term effectiveness
5. Reduction in toxicity/mobility/volume
6. Implementability
7. Regulatory acceptance
8. Community acceptance
9. Cost
•
22
25970318.PGS 15 November 2000
