7h3adwe11&Ro110 <br /> • <br /> Capping of each parcel of OU 2 with asphaltic concrete would cost the following, using the unit <br /> costs developed for OU 1: <br /> Area 15 —$360,000 <br /> Area 16—$360,000 <br /> Area 21 —$180,000 <br /> The costs associated with remedial action planning, management, and reporting, which would <br /> likely be required by DTSC at Areas 15, 16, and 21, include preparing a Remedial Action Work <br /> Plan and Health and Safety Plan prior to implementing the work, a Soil Management Plan for <br /> use during and after development, and a Remedial Action Completion Report documenting the <br /> remedial action. We estimate that the costs for these items, would be approximately $18,000 for <br /> each site. This estimate does not include charges that may be imposed by regulatory agencies for <br /> oversight. <br /> • <br /> The cost for consultant oversight during the excavation, grading, and capping process, is <br /> approximately $8,200 at Area 15, $8,200 at Area 16, and $5,500 at Area 21. <br /> Of the three parcels which make up OU 2, only Area 21 had a soil contaminant concentration <br /> that exceeded calculated acceptable risk levels. Copper was found at Boring 2113-2 at 1.0 feet <br /> below grade, at 3,600 mg/kg. Using the costs and rational presented in 4.2.9.1,the estimated <br /> cost to excavate five cubic yards of soil and dispose off-site as Non-RCRA Hazardous waste is <br /> $608 to $690 plus a$400 premium for soil profiling and transportation due to the small soil <br /> volume. <br /> Two treatment technologies passed the initial screening evaluation and are applicable for fuel <br /> and halogenated organic compound soil remediation. Vacuum extraction (soil vapor extraction) <br /> is currently being performed at Area 16 for the remediation of petroleum hydrocarbons in soil. <br /> Initiated in November 1999,the cost to date for a system comprised of a catalytic oxydation unit, <br /> • blower and sparger, 24 sparge wells, 15 vertical vacuum extraction wells, and 10 horizontal <br /> 31 <br /> 25970318.PGS 15 November 2000 <br />
