EXECUTIVE SUMMARY <br /> In July and August 2000, Roy F. Weston, Inc. (WESTON®) performed additional Phase I and <br /> Phase U environmental assessments at a property under consideration for development by Home <br /> Depot in the city of Tracy, San Joaquin County, California. The objectives of the additional <br /> Phase I were to investigate any potential environmental conditions on the expanded portion of <br /> the proposed development. The objectives of the additional Phase H were to evaluate potential <br /> pesticide and herbicide impact to soils associated with past agricultural activity, and evaluate <br /> possible petroleum hydrocarbon impacts to soils and groundwater associated with pipelines <br /> operated in the vicinity. <br /> The subject property covers approximately 19 acres and is located northwest of the intersection <br /> of West Grant Line Road and Naglee Road, approximately 1000 feet northwest of the West Grant <br /> Line Road and the Interstate 205 interchange. WESTON conducted previous investigations on the <br /> western portion of the parcel, where Home Depot plans to construct a retail store. Home Depot is <br /> now considering the purchase of the remaining part of the parcel. The location and layout of the <br /> expanded study area parcel is indicated on Figure 1 and Figure 2. The subject property abuts the <br /> site of the proposed Home Depot retail site (previously investigated) on the north, east, and <br /> south, and is being considered for further commercial development. <br /> In March 1999, WESTON completed a Phase I environmental assessment on the adjacent lot where <br /> a Home Depot retail store is planned. The Phase I assessment concluded that the property had a low <br /> potential for contamination based on historical land use. However, the City of Tracy Planning <br /> Department required that an assessment of possible elevated pesticides/herbicides and petroleum <br /> hydrocarbons be conducted prior to development of the property. The attendant Phase H <br /> investigation conducted by WESTON in May 1999 indicated that no petroleum hydrocarbons or <br /> volatile organic compounds (VOCs) were detected in site soil or groundwater. Trace <br /> concentrations of the herbicide Dalapon (2,2-dichloropropionic acid) were detected in one <br /> composite surface soil sample. However, no significant concentrations of pesticides or herbicides <br /> were detected in soil or groundwater. <br /> WESTON conducted an additional Phase I investigation on the subject property on 21 July, <br /> 2000. This investigation consisted of a site reconnaissance to identify any additional <br /> environmental liabilities associated with the subject property that were not previously identified <br /> in the initial Phase I investigation. No significant environmental liabilities were observed on or <br /> adjacent to the subject property during the site reconnaissance. However, a Chevron pipeline is <br /> present beneath the north side of Grant Line Road. This pipeline carries gasoline and diesel fuel <br /> and could potentially present a threat to groundwater if leaks have occurred. <br /> At the time of the field investigation on 22 August 2000, the subject property was vacant of any <br /> building structures, and consisted primarily of fallow agricultural land formerly planted in hay or <br /> alfalfa. Two electrical transmission towers are located on the eastern boundary of the property, <br /> within a Pacific Gas and Electric (PG&E) Company easement that crosses the eastern and southern <br /> portions of the property. Additionally, a sewer manhole is present in the eastern part of the <br /> property, associated with a City of Tracy sewer easement crossing the southern and eastern portions <br /> of the property.
