All primary containment for the UST system must be tight. The service technician
tightened the diesel filter in UDC 3-4 and replaced the 87-product filter in UDC 1-2. If the leaks reappear in the
UDCs, immediately have a properly licensed, trained, and certified contractor repair or replace the failed
component.
This was corrected on site.
This is a minor violation.
315 HSC 25291(e) Water in secondary containment not removed, analyzed, and properly disposed of(pre-Jul 2003).
Liquid was observed in the diesel submersible turbine pump (STP) sump. If water could enter into the secondary
containment by precipitation or infiltration, it must be removed and disposed of properly. The service technician
removed approximately three cups of liquid from the diesel STP sump. Ensure that all sumps and annular spaces
are maintained free of liquid.
This was corrected on site.
This is a minor violation.
Overall Inspection Comments:
Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement
documenting the corrective actions that have been or will be taken for each violation, and any supporting
paperwork, by June 14, 2017.
Please be aware that as of January 1, 2014, facility operators are required to upload the following UST program
documents into the California Environmental Reporting System (CERS): UST Monitoring Site Plan, UST
Certification of Financial Responsibility, UST Response Plan, UST Letter from Chief Financial Officer (if
applicable), and the Owner Statement of Designated Operator Compliance.
