SOIL AND GROUNDWATER INVESTIGATION REPORT <br /> CATELLUS PROPERTY <br /> TRACY, SAN JOAQUIN COUNTY, CALIFORNIA <br /> 1. INTRODUCTION <br /> At the request of Chevron Environmental Management Company(CEMC), Science Applications <br /> International Corporation(SAIC)performed this investigation in Tracy,California on the"Catellus <br /> Property"site depicted on Figure 1. Because the site is adjacent to former Chevron facilities,CEMC <br /> wanted to assess the nature and extent of any affected soil and/or groundwater. Because the pipelines <br /> contained crude oil,the following are the constituents of concern: total petroleum hydrocarbons(TPH); <br /> benzene,toluene,ethylbenzene,and total xylenes(BTEX); and polynuclear aromatic hydrocarbons <br /> (PAHs). The purpose of this investigation is to evaluate the extent of soil and groundwater affected by <br /> the constituents of concern and,based on the investigation results,make recommendations regarding <br /> future assessment activities and any potential remedial options. <br /> SAIC performed this investigation in accordance with the Site Investigation Work Plan(work plan), <br /> which was approved on December 21,2005 by the California Regional Water Quality Control Board <br /> (RWQCB). It should be noted that,based on recommendations made by SAIC,the RWQCB agreed in a <br /> letter dated May 24,2005 that this investigation would exclude analysis for TPH quantified as gasoline <br /> (TPHg)and methyl tertiary butyl ether(MTBE). Further,this investigation generally conformed to the <br /> RWQCB-approved Technical Approach to Site Evaluation and Decision-Making, Historical Pipeline <br /> Portfolio, Central Valley Region(known as the Consistent Technical Approach [CTA]),dated February <br /> 2005. The CTA serves to guide decision making during soil and groundwater investigations. <br /> 2. BACKGROUND <br /> 2.1 LOCATION AND SITE DESCRIPTION <br /> The site is located on the northwestern outskirts of Tracy,California. As shown on Figure 1,the site <br /> extends along West Byron Road from West Grant Line Road to the northwest to Von Sosten Road to the <br /> southeast. Although the Catellus property is approximately 700 acres in size,the site is that part of the <br /> property immediately adjacent to Chevron pipelines. The site boundaries are indicated on Figure 1. <br /> 2.2 HISTORICAL AND EXISTING PIPELINES <br /> Of the four former and existing petroleum pipelines parallel to West Byron Road in the area,the former <br /> Standard Oil of California, Wait-Mendota-Richmond Pipeline,or Old Valley Pipeline(OVP),traverses <br /> the Catellus property immediately south and west of West Byron Road. The OVP was installed between <br /> 1902 and 1904 as a"hot line"(i.e.,the oil was heated to facilitate transmission)and carried San Joaquin <br /> Valley crude oil north from the Kern River Oil Fields(in and near Bakersfield)to Standard Oil <br /> Company's Richmond Refinery. The pipeline and associated pump stations operated from 1903 until the <br /> early to mid 1930s. Pump station equipment and the pipeline were removed south of Tracy and used for <br /> other pipeline construction projects in California, including a second parallel line along the OVP right of <br /> way(ROW). The pipelines were again used during the early 1940s to primarily transmit Bunker C fuel <br /> oil from the Richmond refinery to railroad hubs in Tracy. The pipelines northwest of Tracy may have <br /> also been used to transport crude oil to various markets within the Bay Area until the late 1960s. The <br /> pipelines northwest of Tracy were reportedly abandoned in 1970. Where the pipelines were not <br /> abandoned in place,they were removed and their trenches were likely backfilled with excavated native <br /> soil. <br /> The former Tidewater Associated Oil Company(TAOC)pipeline ROW traverses the Catellus property <br /> immediately north and east of West Byron Road in the Union Pacific Railroad(UPRR)ROW.
