Soil and Groundwater Investigation Report <br /> Catellus Property September 2006 <br /> TAOC pipeline system was constructed in 1907,and like the OVP,transmitted heated crude oil from <br /> Bakersfield to the Bay Area. The TAOC pipeline was abandoned in the 1970s. <br /> In addition,two active pipelines exist in the UPRR ROW. These include the Kinder-Morgan pipeline and <br /> the Chevron Pipeline Company's Bay Area Products Line(BAPL). <br /> 2.3 EXISTING AND PLANNED DEVELOPMENT <br /> The Catellus property is currently undeveloped,however the property is found within the sphere of <br /> influence of the City of Tracy General Plan and is designated Urban Reserve 4. The General Plan notes <br /> this area will be developed for industrial,commercial,and office uses near Interstate 205 (1-205),with <br /> some low-density residential uses located further away from the highway. <br /> In addition,Caltrans and the City of Tracy Public Works Department are developing plans for a potential <br /> 1-205 Interchange Reconstruction Project on the Catellus property,where construction is tentatively <br /> scheduled to begin in 2011. SAIC reviewed three recommended build alternatives,each of which would <br /> involve significant construction activity along West Byron Road. SAIC has also provided feedback to the <br /> City of Tracy Public Works Department,regarding areas of affected soil and groundwater, as they relate <br /> to the build alternatives. <br /> 2.4 HYDROGEOLOGIC SETTING <br /> The site is located within the Tracy Sub-Basin of the San Joaquin Valley Groundwater Basin(Number <br /> 5-22.15). This sub-basin is defined by the aerial extent of unconsolidated to semi-consolidated <br /> sedimentary deposits that are bounded by the Diablo Range to the west,the Mokelumne and San Joaquin <br /> rivers to the north, the San Joaquin River to the east,and the San Joaquin-Stanislaus County line to the <br /> south. The Tracy Sub-basin is comprised of continental deposits of late Tertiary to Quaternary age,which <br /> include the Tulare Formation,older alluvium,flood basin deposits,and younger alluvium. The thickness <br /> of these deposits ranges from a few hundred feet in the western foothills to about 3,000 feet near the <br /> eastern margin of the basin. The Tulare Formation is comprised of semi-consolidated,poorly sorted, <br /> discontinuous deposits of clay,silt,and gravel. The Corcoran clay is situated near the top of the Tulare <br /> Formation,separating groundwater in the basin in what has been reported as two primary aquifers. The <br /> upper aquifer is reported to range in thickness from 15 to 250 feet below ground surface(bgs),and the <br /> lower aquifer is reported at 600 feet bgs. Generally,depth to groundwater in the Tracy Sub-basin varies <br /> from 5 to 10 feet bgs(Department of Water Resources [DWR],Update 2003,Bulletin 118). <br /> Locally,the site is situated at an elevation approximately 35 feet above mean sea level. The topography <br /> gently slopes to the northeast. During the soil and groundwater investigations completed at the former <br /> Tracy Pump Station to the north and for the Tracy Byron Road project to the south,shallow groundwater <br /> was encountered between 10 and 20 feet bgs. <br /> 2.5 PREVIOUS ENVIRONMENTAL ACTIVITIES <br /> SAIC is unaware of any environmental investigations or activities that have occurred on the site. <br /> Investigations have been performed for the Tracy Pump Station project located immediately to the north <br /> of the site,and the Tracy Byron Road project located immediately to the south. Additional investigation <br /> activities are currently being planned for these projects. <br /> July 2005 Environmental Data Resources(EDR)Search of Environmental Databases. In July 2005, <br /> SAIC contracted EDR to search federal,state,and local environmental records in order to determine any <br /> on-site or off-site environmental conditions associated with Chevron petroleum pipelines and/or other <br /> third-party sources. Based on review of the search results,no environmental conditions that could affect <br /> the Catellus site were identified within a 1-mile search distance,except for the following: <br /> F; <br /> 2 From Science to Solutions <br />
