Proposal 10-005 Phase II ESA and Remedial Action/San Joaquin County,CA October 14,2005
The Phase II ESA will evaluate the environmental conditions of each Neighborhood using
standard of care practice and guidelines published by the California Environmental Protection
Agency (Cal EPA), and will evaluate the surficial soil for the presence of organochloride and
metal pesticide residues associated with the past and current agricultural activities, evaluate the
subsurface soil and groundwater for the presence of petroleum-hydrocarbons associated with past
and present underground petroleum pipeline placements and former debris associated with a burn
pit and former structures within the surficial soil. Details of the items summarized above will be
discussed below.
All personnel who perform environmental work for Phase I and Phase II E A have received the
required 40-hour hazardous waste operating procedures (HAZWOPER) as per 29 Code of
Federal Regulations (CFR) 1910.120 and 8 Code California Kkulations (CCR) General Industry
Safety Orders (GISO) 5192.
REVIEW OF PREVIOUS WORK
Review of the Condor reports prepared for Neighborhood C (see attached references) revealed a
multitude of environmental concerns,w j are summarized below.
Neighborhood C
Condor reported the following environmental c. erns associated with Neighborhood C:
• Dieldrin impacted surficial soil;
• Abandoned Shell petroleum pipelines on the northeastern portion of the property and the
presence of an active Chevron/Texaco pipeline on the southwestern portion of the
property; :
F ,
• fessed vegetation and burn piles on the property; and
sr stos-containing material (ACM) and lead-based paint (LBP) associated with the
fo tructure.
Additional envi ental co, erns based on our review of the Condor reports include:
• Soil sample frequency for pesticide analysis did not include metals arsenic, lead and
mercury was too few soil samples were collected and composites were two discrete soil
samples instead of four and was less than standard of care work;
• The Silva-Vosti property within the Alameda County Parcel was not environmentally
assessed; and
• Evaluation of the lateral and vertical extent of petroleum-hydrocarbon contamination
within the subsurface soil and groundwater in the vicinity of the former and existing
pipelines traversing the property;
TERRASEARCH, inc.
