00-3737 <br /> 2.2 Environmental Site Assessment <br /> Paragon's October 14, 1999 ESA of The Landing Shopping Center identified the <br /> following relevant evidence of a release or threat of release of OHM at the Site: <br /> • Municipal records indicate that Comet Cleaners, a dry cleaning facility, <br /> formerly occupied a portion of 3422 West Hammer Lane. Stockton Permit <br /> Center records included a January 30, 1989 Dry Cleaning Business permit <br /> for Comet Cleaners to operate a dry cleaning Class IV system (using PCE) <br /> at 3422 West Hammer Lane, Unit K. The Stockton Permit Center did not <br /> have any records of violations at this facility. Moreover, the Stockton Fire <br /> Prevention Office did not have any information regarding this facility. <br /> Our 1999 ESA concluded that a release of OHM did not likely occur at the Site since <br /> Comet Cleaners had used a closed-loop system, and neither the fire department nor the <br /> health department had any records of a release at the Site. <br /> During our ESA, an employee of Paul's Cleaners informed Paragon they have occupied <br /> the Site for approximately four years (since circa 1995) and never conducted dry cleaning <br /> operations at the Site (all cleaning conducted at an off-Site facility). <br /> Paragon's ESA did not recommend any further environmental investigation, but did state <br /> the only way to determine if the historic occupancy of the Site by a dry cleaning facility <br /> poses a material threat of a release of OHM to the Site would be through a subsurface <br /> investigation. <br /> 2.3 Soil Gas Survey <br /> Twining conducted a passive SGS at the Site that consisted of the installation of 13 Gore- <br /> Sorbere modules at the Site on April 24, 2000 and retrieval on May 9, 2000. Twining <br /> shipped the exposed modules (and a trip blank) to W.L. Gore & Associates, Inc. of <br /> Elkton, Maryland for analysis of chlorinated VOCs. Appendix B presents a copy of the <br /> May 17, 2000 Twining SGS Report. Table 1 on the following page summarizes SGS <br /> results. Figure 3 in Appendix A illustrates SGS sampling points and order-of-magnitude <br /> PCE concentration contours. <br /> 3422 West Hammer Lane,Stockton,California <br /> —4— <br />
