There were no employee <br /> training records on site for any employees that handled hazardous waste. Employee training records shall include: <br /> 1. the job title for each position at the facility related to hazardous waste management, and the name of each <br /> employee filling each job; <br /> 2. written job description for each position listed above; <br /> 3. written description of the type and amount of both introductory and continuing training that will be given to <br /> each person filing positions listed above; <br /> 4. records that document that the training has been given to and completed by facility personnel. <br /> Training records on current employees shall be kept until closure of the facility. Training records on former <br /> employees shall be kept for at least three years from the date the employee last worked at the facility. Ensure that <br /> employee training is properly documented. <br /> This is a minor violation. <br /> 403 CCR 66265.173 Failed to keep hazardous waste containers closed except when adding or removing hazardous <br /> waste. <br /> Several open containers of various sizes holding metal and paper filters and used oil were observed in the lube <br /> shop by the oil filter crusher. All hazardous waste containers shall be closed at all times except when adding or <br /> removing waste. Immediately close these containers and ensure all hazardous waste containers are closed when <br /> not adding or removing waste. <br /> This was addressed on the return to compliance documented on 3/20/2018. This was corrected. <br /> This is a minor violation. <br /> 507 CCR 66265.195 Failed to conduct daily inspections of hazardous waste tank system and maintain records onsite. <br /> Inspections of the hazardous waste tank system was not performed and documented. When asked if Mr. Hakimi <br /> know anything about the used oil tank and how much oil capacity it held, he stated that the old owner left the tank <br /> that way since he took over in 2015. The following items are required to be inspected at least daily: <br /> 1. overfill/spill control equipment; <br /> 2. aboveground portions of the tank system to detect corrosion or releases of water; <br /> 3. data gathered from monitoring and leak-detection equipment; <br /> 4. outside areas of the tank system including secondary containment to detect erosion or signs of releases of <br /> hazardous waste; <br /> 5. for uncovered tanks, the level of waste in the tank. <br /> Immediately begin required inspections of the hazardous waste tank system, and document the items inspected. <br /> Submit a copy of the inspection log for the next 30 days to the EHD. <br /> This is a Class II violation. <br /> FA0023073 PRO540369 SCO01 02/16/2018 <br /> EHD 22-02 Rev.10/31/2017 Page 6 of 8 Large Quantity Hazardous Waste Generator OR <br /> 1868 E.
