When asked if Mr. Hakimi know <br /> anything about the used oil tank and how much oil capacity it held, he stated that the old owner left the tank that way <br /> since he took over in 2015. He does not have any paperwork on it. The owner or operator of a hazardous waste <br /> tank shall obtain a written assessment reviewed and certified by an independent, qualified, professional engineer, <br /> registered in California attesting that the system has sufficient structural integrity, is acceptable for the transferring, <br /> storing, and treating of hazardous waste, and that the tanks and containment system are suitably designed. <br /> Immediately have an assessment prepared for the 300 gallon blue used oil tank. Submit a schedule showing when <br /> this will be accomplished to the EHD. <br /> This is a Class II violation. <br /> 601 CCR 66262.34(a) Stored hazardous waste on site longer than 90 days without a permit or authorization. <br /> Facilities who generate more than 1000 kg of hazardous waste per month may store waste on site up to 90 days. A <br /> white container located in the waste storage area was lacking a hazardous waste label and accumulation start date. <br /> Mr. Hakimi stated that this container has used antifreeze and that the service company was suppose to come pick <br /> this up. Two black drums marked used and drain oil filters lacked accumulation start date. Several containers of <br /> various sizes containing oil filters were observed with without proper labeling and accumulation start date. Since it <br /> cannot be determined how long the hazardous waste has been on site, immediately contact a licensed hazardous <br /> waste hauler to dispose of this waste under manifest. Submit a copy of the manifest to the EHD within 30 days. <br /> This was addressed on the return to compliance documented on 3/20/2018. This was corrected. <br /> This is a Class II violation. <br /> 605 CCR 66262.34(f) Failed to completely label containers or portable tanks of hazardous waste. <br /> Awhile container located in the waste storage area was lacking a hazardous waste label. Mr. Hakimi stated that this <br /> container has used antifreeze and that the service company was suppose to come pick this up. Several containers <br /> of various sizes containing oil filters were observed with no hazardous waste label. All hazardous waste containers <br /> shall be marked with the following information: <br /> -the words"Hazardous Waste" <br /> -name and address of generator <br /> -hazardous properties <br /> -physical state <br /> -composition (contents) <br /> -accumulation start date <br /> Immediately label these containers and ensure that all containers are marked with all the required information. <br /> Since these containers have been on site longer than 180 days, immediately contact a licensed hazardous waste <br /> hauler to dispose of this waste under manifest and submit a copy of the manifest to the EHD. <br /> This was addressed on the return to compliance documented on 4/8/2018.
