WASTE DISCHARGE REQUIREMENTS - GENERAL ORDER -4- <br /> U.S. ARMY CORPS OF ENGINEERS AND THE PORT OF STOCKTON <br /> STOCKTON DEEP WATER SHIP CHANNEL MAINTENANCE DREDGING ACTIVITIES <br /> MILE 4.4 TO MILE 41.0, CONTRA COSTA, SACRAMENTO &SAN JOAQUIN CO-U NTIES <br /> 15. The Port adopted a Class I Categorical Exemption as an existing facility, in accordance <br /> with the California Environmental Quality Act (Public Resources Code Section 21000, <br /> et seq.) and the State Guidelines. The COE has prepared an Environmental Assessment <br /> for the project to supplement their original Environmental Impact Statement prepared for <br /> previous dredging of the channel. <br /> 16. The anticipated dredge sediments will not contain hazardous waste or soluble pollutants <br /> at concentrations in excess of applicable water quality objectives, and will not contain <br /> significant quantities of decomposable waste. The dredge sediments will be classified as <br /> Inert Waste as defined in Section 2524(a) of Title 23 Chapter 15. Inert wastes do not <br /> need to be discharged at classified waste management units and the Board may prescribe <br /> individual or general waste discharge requirements. <br /> 17. The Board has notified the Dischargers and interested agencies and persons of its intent <br /> to prescribe General Order Waste Discharge Requirements for the Stockton Deep Water <br /> Ship Channel's maintenance dredging activities. <br /> 18. The Board, in a public meeting, heard and considered all comments pertaining to the <br /> discharge. <br /> IT IS HEREBY ORDERED that Order No. 92-121 is rescinded and the U. S. Army Corps <br /> of Engineers and the Port of Stockton, in order to meet the provisions contained in Division <br /> 7 of the California Water Code and regulations adopted thereunder, shall comply with the <br /> following: <br /> A. APPLICABILITY: <br /> 1. All dredging discharges covered by this Order shall be limited to maintenance <br /> dredging activities associated with the Stockton Deep Water Ship Channel identified <br /> in Finding Nos. 2 and 3 above. <br /> 2. Before the dischargers' maintenance dredging projects can be considered for <br /> coverage by this order, a complete Project Report of Waste Discharge (as detailed <br /> in Attachment B) and filing fee must be submitted. <br />
