WASTE DISCHARGE REQUIREMENTS - GENERAL ORDER -3- <br /> U.S. ARMY CORPS OF ENGINEERS AND THE PORT OF STOCKTON <br /> STOCKTON DEEP WATER SHIP CHANNEL MAINTENANCE DREDGING ACTIVITIES <br /> MILE 4.4 TO MILE 41.0, CONTRA COSTA, SACRAMENTO &SAN JOAQUIN COUNTIES <br /> Constituent Average Concentration, mg kg <br /> Thallium 0.6 <br /> Zinc 40.5 <br /> 9. The COE will conduct pre-dredging chemical and physical testing of sediments within <br /> the ship channel to be dredged before each maintenance project. The purpose of <br /> predredging sediment analysis is to demonstrate that the dredging operation (including <br /> disposal of dredged sediments), meets the criteria for coverage by this Order and poses <br /> no threat to water quality. <br /> 10. The beneficial uses of the San Joaquin River are municipal, industrial, and agricultural <br /> supply; recreation; esthetics enjoyment; ground water recharge; fresh water <br /> replenishment; navigation; fish spawning and migration; and preservation and <br /> enhancement of fish, wildlife, and other aquatic resources. <br /> 11. The beneficial uses of the ground water are municipal, industrial, and agricultural <br /> supply. <br /> 12. The Board adopted a Water Quality Control Plan, Second Edition, for the <br /> Sacramento-San Joaquin River Delta Basin (513) (hereafter Basin Plan) which contains <br /> water quality objectives for all waters of the Basin. These requirements implement the <br /> Basin Plan. <br /> 13. The Discharger has submitted information about the probable constituents and their <br /> concentrations in the dredge return waters, and about the receiving water. Based on this <br /> information, the Board finds that the dredge return water discharges will not cause or <br /> contribute to a violation of a water quality objective. <br /> 14. The dredge return water discharges are consistent with the antidegradation provisions of <br /> 40 CFR 131.12 and State Water Resources Control Board Resolution 68-16. The Order <br /> allows for an increase in the discharge of pollutants, mainly sediment and metals, that <br /> may lead to degradation of water quality. The nature of the discharge is such that the <br /> degradation can only occur during limited periods and will be localized. The discharge <br /> of pollutants will not cause a violation of water quality objectives nor impairment of <br /> beneficial uses. Additionally, the discharge is necessary to accommodate economic <br /> expansion in the area and the activity the discharge allows is a benefit to the people of <br /> the state. <br />
