WASTE DISCHARGE REQUIREMENTS <br /> UNITED STATES ARMY CORPS OF ENGINEERS AND THE PORT OF STOCKTON <br /> STOCKTON DEEP WATER SHIP CHANNEL AND TURNING BASIN MAINTENANCE DREDGING PROJECT <br /> MILE 36.5 TO MILE 41 .0 <br /> SAN JOAQUIN COUNTY -3- <br /> IT IS HEREBY ORDERED that the U. S. Army Corps of Engineers and the Port of <br /> Stockton, in order to meet the provisions contained in Division 7 of the California <br /> Water Code and regulations adopted thereunder, shall comply with the following: <br /> A. Discharge Prohibitions: <br /> 1 . The direct discharge of wastes to surface waters or surface water drainage <br /> courses other that the return flow from the sedimentation basins is <br /> prohibited. <br /> 2. The discharge of sanitary wastes to sedimentation basins at the spoil site <br /> is prohibited. <br /> 3. The discharge hazardous or designated waste to the sedimentation basins is <br /> prohibited. <br /> B. Discharge Specifications: <br /> 1 . Neither the treatment nor the discharge shall cause a nuisance or <br /> condition of pollution as defined by the California Water Code. <br /> 2. The discharge shall not cause the degradation of any water supply. <br /> 3. The dredging discharge to settling basins shall consist solely of inert <br /> waste as defined by Chapter 15, Division 3, Title 23, of the CCR. <br /> 4. The wastewater discharge to the disposal basins shall consist solely of <br /> sediment and water produced from dredging operations. <br /> 5. Appropriate soil erosion control measures shall be made and maintained to <br /> prevent discharge of sediment to surface waters or surface water drainage <br /> courses from disturbed areas at the dredge material disposal site. <br /> C. Effluent Limitations (Return flow from sedimentation basins): <br /> 1 . The discharge shall not have a pH less than 6.5 nor greater than 8.5. <br /> 2. The average daily flow shall not exceed 4.7 million gallons. <br /> 3. Survival of test fish in 96-hour bioassays of undiluted waste shall be no <br /> less than: <br /> Minimum for any one bioassay - - - - - - - - - - - - - - - 70% <br /> Median for any three or more consecutive bioassays - - - - 90% <br /> D. Receiving Water Limitations: <br /> Receiving water limitations are site-specific interpretations of water quality <br /> objectives from applicable water quality control plans.
